Doc Drop: Public Hearings on Multimillion Dollar Road Project

Several items related to the Rollins Ford Road Project are on the agenda for the Board of County Supervisors Tuesday.

 

The Prince William Board of County Supervisors will hold public hearings on several issues relating to a road project in the Brentsville District: approval of a $15 million contract, the transfer of millions of dollars from other areas to the project, and quick-take powers for three Nokesville properties. 

The cost of construction for the Rollins Ford Road Improvement Project is estimated at $20,058,406, which includes money for the contract, contingency funds, construction engineering and inspection, and stream mitigation credits

Multimillion Dollar Transfers

To fund the increased cost of the project, the county proposes transferring $7,370,657 from the Minnieville Road Project into the fund for Rollins Ford Road. The county has applied for state funding and anticipates replacing the money dedicated to the Minnieville Rd. project with that money. However, there is no guarantee that the funding will go through.

The Parks and Recreation Department may also provide $2,122,658 in funding for the Rollins Ford Road Project. That money will pay for the site preparation work at the new Rollins Ford Road Community Park. 

Contract

The Prince William County Department of Transportation evaluated bids and recommended that the Shirley Contracting Corporation be awarded the $15,096,159 contract for the project. 

The contractors will construct two bridges, prepare the site at the future location of the Rollins Ford Community Park, construct lanes on Rollins Ford Road, and widen a section of Vint Hill Road. 

The original cost for the project was projected at $12,002,675. The amount set aside for the project has increased by $9,333,512 to cover several additions (outlined in the PDF file to the right). 

Quick-Take Powers

The board will also hold public hearings on quick-take powers for, and the condemnation of, several properties in Nokesville. The three properties are located at 14502, 14520 and 14570 Vint Hill Rd. 

Quick-take powers allow local governments to take private property for a public purpose, without going through the eminent domain court process, so long as they reimburse the owners. 

The county proposes paying the owners a total of $99,426 for the three properties.
