Quality vs. Price

The new apartments, Enclave at Potomac Club are of extremely poor quality. They charge top dollar and I have a banging pipe in my wall that bangs every morning at 4AM - 5AM while my neighbor showers, my neighbor's washing machine sounds like it is in my apartment, I constantly hear drawers slamming and cabinets closing, what happened to getting what you pay for. These are brand new and the noise is ridiculous. It's like a bowling alley in my apartment. Their management has no resolution and their corporate office refuses to respond to my communication. Anyone have experience with rent escrow?
