Fewer than 2,000 Dominion customers in Northern Virginia remained without power Thursday morning.
Dominion Virginia Power this morning released a list of where crews will be working to restore power Thursday. The list is attached to this article as a pdf (available in the media box to the right). "Lists are based on early morning work plans for crews. However, needs often change during a major restoration and crews stay on the move. They may visit, leave and return to some locations, and may perform work at locations not shown on today's list," according to Dominion. The highest concentration of current outages are inside the Beltway, however many smaller outages exist across Fairfax, Loudoun and Prince William Counties and elsewhere. Several hundred were without power as of about noon.
From Mayor Earnie Porta's email newsletter: Although power was restored to the Occoquan business district last evening at about 9:45 p.m., and to much of the rest of the town shortly after 11 p.m., as of this writing we do still have several hundred town residents without power on Poplar Lane, Overlook Drive, and Fortress Way. Power surge damage to at least two homes on Poplar Lane is hindering repairs there, while Overlook Drive and Fortress Way are experiencing problems similar to those of the snow storm two years ago -- the load caused by bringing all the townhouses on at once is too much. Consequently, Dominion is working to bringing buildings on Overlook Drive and Fortress Way online one at a time. As of approximately 30 minutes …
Those living on Poplar Lane are still without power.
From Mayor Earnie Porta's email newsletter, sent Oct. 30 at 11:30 p.m.: Power has been restored in Occoquan's business district (i.e. north of Commerce Street). As of the time of this writing, Dominion and their contractors are working on the power lines that pass adjacent to the Route 123 bridge, travel out of town, cross Route 123, and come back into town via Washington Street. They have indicated that once repaired these lines should bring back online almost everyone else in Occoquan except those living on Poplar Lane. The latter will be offline at least until tomorrow, as damage to two houses must first be addressed. Dominion and contractor crews are working throughout the evening.

As of 2 p.m. power remains out throughout the entire Town of Occoquan. Dominion Virginia Power, however, has indicated that it is a matter of hours, not days, before power is restored. The sources of the outage appear to be associated with damage outside of town boundaries on Mt. High Street and Poplar Lane. Storm damage in town has thus far been relatively modest. We lost one gas light, and the comparatively low sea wall at 307 Mill Street (behind Brambles) has washed away. Although the latter has not yet resulted in any serious flooding of the adjoining properties, erosion of the parking area remains a concern. After about 36 hours of steady rain, the Occoquan River has swollen to the point where it is overflowing its banks in low-lying areas. The water has covered portions of the docks at Lake Ridge Park, and left part of Brambles' parking lot in Occoquan submerged. As the rain continues, the water will not have much of a chance to dissipate. The ongoing concern in the town of Occoquan is runoff from the two creeks that run down the hill. "We are keeping an eye on Occoquan's two creeks to minimize the possibility of culvert blockage, and encourage everyone to exercise caution if you find it necessary to go outside," Occoquan Mayor Earnie Porta said in an email update. Update, 12:40 p.m.: There are 3,818 Dominion Virginia Power customers without power in Prince William County, as of 12:40 p.m. today. Of those customers, roughly half are in eastern Prince William County. Many of the outages are east of Jefferson Davis Highway, with nearly 1200 customers without power near Jefferson Davis Highway's intersection with Cardinal Drive. Restoration times are still not available, according to the interactive outage map. The National Hurricane Center increased its predictions for rain and top wind speeds with Hurricane Sandy in DC and Northern Virginia.

Update 7:10 p.m. Monday: Hurricane Sandy has morphed into Post-Tropical Cyclone Sandy and is very close to making landfall, according to NOAA. Sandy is expected to bring near-hurricane force winds and flood-producing rainfall through much of Tuesday. NOAA added that the most severe portion of the storm will affect the DC metro region from 6 p.m. Monday through dawn on Tuesday. "Residents and businesses along the Potomac River...should prepare for a flood not seen since the floods of 1996," NOAA said in an advisory. Update, Oct. 30: Prince William Health District locations will be closed tomorrow. Potomac Mills mall will open at noon today. PRTC buses will not be running Tuesday. Update, 4:30 p.m.: The closures continue in Prince William County tomorrow, according to a release from Jason Grant, PWC's communications director. The courts will be closed, as well as all the schools. The Senior Day Program and Senior Centers will also be closed. County government offices will continue to operate on an unscheduled leave basis, with employees who cannot commute safely staying home.
